Act 775 — the Umbrella That Recognized Chiropractic

Malaysia regulated chiropractic through an umbrella: the Traditional and Complementary Medicine Act 2016 (Act 775) — Royal Assent March 2, 2016, gazetted March 10, 2016 — created the T&CM Council under the Ministry of Health and rolled into force in phases: Phase 1 on August 1, 2016; the T&CM Regulations 2021 from March 1, 2021; and the Act’s enforcement provisions in full operation since August 1, 2024. Chiropractic is one of seven recognized practice areas, gazetted July 28, 2017 — alongside Traditional Malay Medicine, Traditional Chinese Medicine, Traditional Indian Medicine, Islamic Medical Practice, Homeopathy, and Osteopathy.

The operative word is the Ministry’s own, in capitals: registration under Act 775 is MANDATORY for practitioners in recognized practice areas. Registered practitioners hold the Registered Practitioner’s Practising Certificate (RPPC), issued and renewed on the Council’s prescribed conditions — Malaysia is a register-or-don’t-practice jurisdiction, with the Council’s enforcement machinery now live behind it.

Getting Registered — the Qualifications List & the Closed Back Door

Registration runs on the Council’s published list of registrable chiropractic qualifications — a list the Council actively maintains (international additions were notified in August 2023, and an update in April 2025 confirmed IMU University’s Malaysian chiropractic program on it). That domestic program makes Malaysia one of the few jurisdictions in this census that trains its own chiropractors — and the Ministry’s standing consumer warning cuts the other way too: enrolling in unrecognized courses can leave a practitioner ineligible to register at all.

The back door has closed: the transitional experience route ended February 29, 2024 under the Regulations’ sunset clause, and the capacity-building courses that supported grandfathered practitioners wound down through 2025. The recognized-education route is now the standard — exactly the maturation arc a young statutory register is supposed to travel.

The Foreign-Trained Route — Sponsored, Mapped & Age-Gated

Malaysia offers something rare in this census: a fully mapped registration route for foreign chiropractors. The Council’s Registration Guideline for Foreign T&CM Practitioners sets the architecture: the practitioner must be sponsored by a Malaysian organisation — public or private sector — which files the application through the Xpats Gateway immigration portal; the practitioner must be at least 27 years old at submission; every document goes in certified, with certified translations where needed; and temporary practising certificates are available under section 24(2) of the Act.

For an internationally trained Doctor of Chiropractic, that means the Malaysia question starts with an employer: the sponsoring clinic or institution drives the file.
